Hi Keith,
I am using DF9.3 on Windows 10 with Start10. On my second monitor I am finding the Start menu is cutoff at the top of the screen. Please see screenshot attached (and settings export attached). Any ideas, how to troubleshoot?

No, unfortunately not. It's on our list for Beta 3 (Beta 2 was a quick fix for a critical bug in Beta 1).
