Is there a setting that is stopping my windows screensaver to kick in.

I believe it's Display Fusion doing it, as when Display Fusion is closed (right click taskbar, exit), Screensaver works, Display Fusion active, screensaver refuses to kick in.

Steam Version 9.3 is installed, no beta versions.

[edit] it would appear that even though DF is running the screensaver has been kicking in now.

DisplayFusion shouldn't be preventing the screen saver from starting, there aren't any options for that. If you run the following command at an elevated command prompt while DisplayFusion is running, can you reply with the output?

powercfg /requests

It's not doing it now, it's weird.

Probably just co-incidental that it wasn't working, then I right clicked on display fusion and exited, and the screensaver kicked it.

I'll keep you posted, should it happen again, I'll run that command and get the output.
