I dont know why the display fusion use that much cpu
and the display fusion cannot be used while it happens

Did this happen just the one time, or has it happened multiple times? If multiple, is there anything specific that seems to trigger it?

it has happened multiple times, thou its rare
it might be because oculus dash which add 4K virtual monitor that isnt accesible normally
i didnt get it that much but when it happens, restarting display fusion fix it, so i never found out what actually made it happens
