9.4 Issue with Windows 10 - Maximizing Chrome Makes Weird Flashes on Entire Screen. The best way to for me to show this is via video. Only happens with Chrome. I'm running an nVidia GeForce GTX 1050 Ti, running driver version 417.35.

Long story short here is that we disable hooks for Chrome since they were supposed to be blocking them starting in January. However, they've delayed that "feature" so we're going to put the hooks back in for the next beta (hopefully out next week) and that will fix up this issue.
